It seems like if the proxy is localhost then it does not work but from the other computers its fine?

You could have found here that there were no successes for this job description ( pp softqcdall 7000 - - pythia8 8.303 dire-default ) on all attempts so far.

I tried to get rid of Docker after failing to set it up properly, even added a line into the relevant config file to block docker tasks, but I still get them from time to time... Each one wastes half an hour of CPU time.

I did on my windows machine, I think after upgrade to 8.2.9, I set the cc_config to stop it.

I had the same issue after updating to 8.2.9 on a Windows machine without docker installed, Used the setting as Toby did for disabling docker in cc_config
On this machien a few docker task were waiting for docker but after the change in cc_config they all disappeared without an error or aborted status. :-) and a bunch of vbox were downloaded.

I got one as I mentioned on the Docker thread on one of mine that was testing the Boinc 8.2.9 but only that one time.
Only have Docker on one host and it is also one of the ones I used when we first tested 8.2.9

What has changed on the server site?
On a Windows 11 host running BOINC 8.2.8, where I never enabled WSL and never installed Docker, I suddenly got Theory dockers.
Until that moment I only ran VBox-tasks on that little machine.

There was a misconfiguration on the server and has been solved.

Maybe you can set <dont_use_vbox>1</dont_use_vbox> ?
