But Server Status shows 2200 ready to be sent??

This doesn't make sense since CMS is a singlecore app.
It looks like your local configuration (app_config.xml) introduced some weird settings.
Hence the suggestion would be to run your buffers dry, remove the app_config.xml and do a project reset.
To avoid that ATLAS tasks are configured using too many cpus the web preferences should be limited to 4 cores/thread:

Tho I find it hard to believe that a reconfigured CMS entry in app_config would prevent ATLAS downloads., I went ahead and reset LHC , (and removed all references to CMS in app_config)

I’ve got Six Track, Theory, and ATLAS selected in my preferences

I still cannot get ANY WUs to download Doesn’t tell me “not highest priority project” just doesn't download anything even tho there are WUs for all of three available according to Server Status

I just got a tone of Sixtrack, but no ATLAS or Theory, even tho Server Status shows both with WUs to send

I can't get any native ATLAS either at the moment either, but I got some yesterday (within the last 12 hours).
The server is just having one of its fits.

EDIT: I was originally selecting only ATLAS. But I detached, selected "If no work for selected applications is available, accept work from other applications?", and then re-attached. Now I am getting native ATLAS, native Theory, CMS and SixTrack.

So it is all or nothing tonight.

Thats the normal behaviour of Atlas scheduling. Even if Projektstatus shows enough WU's the Server won't send them.
And if there are other Sub-Projekts selected Boinc get WU's for other Projekts and the Queue is filled up with other Wu's.

The LHC Subprojekts are so different that the best thing is to run one Boinc-Instance for every subprojekt you want to crunch.

You can be happy if a pure Atlas Instance won't dry out.

I've deselected all projects except ATLAS

Server Status still shows ~2k tasks available

and I still haven't gotten any WUs in over a week


Do I just need to give up on ATLAS?

You may check if "Run native if available?" is set in your web preferences.
If it is set, deselect it and request fresh work.

A 2-core setup requires 3000 + 2 * 900 = 4800 MB RAM.

I'm not sure which change "cured" things, but I deselected both "run native" and "fun test apps"
