I have been running all 8 cores of my i7-9700 on native ATLAS for a week, and now can't get any.
I have four cores free.

It's probably an effect of this change. It doesn't seem to be working as expected and is excluding certain hosts. I will ask for it to be rolled back in the morning.

Indeed, <min_os_version> seems to be the problem here.

According to the BOINC docs the server expects a string like this:
<os_version>4.12.14</os_version>

Recent BOINC clients are more verbose and send something like this, which might confuse the BOINC server:
<os_version>openSUSE Leap 15.1 [4.12.14-lp151.28.13-default|libc 2.26 (GNU libc)]</os_version>


As soon as <os_version> in the scheduler request contains only the kernel number (>=3.0.0) the clients get work again.
