The front page cell giving server status is generated at intervals, and not whenever the page is loaded. There is a trickle of new work being submitted, so if none is avalable when the status cell is refreshed then the server will report 'out of work' for a while, even if new work is available. The revers is also true - 'low on work' may appear even though all work has been downloaded.

Some (recently a LOT) of work units will do this. This just means that the particle beam in the simulation your computer is doing has become unstable and therefore the input parameters are obviously faulty and might damage the accelerator if they were used in real life. Once this is determined, there is no use in continuing to process the work so it just stops.
