So, you have told us, users, that you are no longer beta. But why is account creation closed due to beta?

To avoid the overload problems that S@H is having, LHC is raising the number of allowed users slowly. Whenever they encounter a problem, the cap stays the same until that problem is fixed. At least this seems to be the way things are working.
