Add Dialup Preference to Restrict Connection Times to BOINC

The way BOINC is currently implemented, it dials my modem at all times of day. I would like to limit this to the timeframe I specify. For example, I don't use my phone when I sleep, so I would like to set BOINC to connect only when I'm sleeping. |

There is a simple way to stop this. First, set your preferences to queue work--I myself use a five day queue, because many times I cannot access the internet. Next, open BOINC and under the file menu click 'Disable BOINC Network Access.' Click the File menu again and you should see a checkmark. Then, before you go to sleep click it again to re-enable network access. BOINC can now contact the server when you sleep. Personally, I set aside 5 minutes a day(when I can connect) for BOINC and let it do all of its network work at that time, and keep network access disabled the rest of the day. |

This is especially true because I need to have my phone line open _before_ I wake up. |
