I think I've heard something about this before.
- I have not directly started boinccmd.exe, not sure what it is.
- Boinc.exe I have started and stopped.

When I start Boinc.exe, the last line says:
"Remote control not allowed."
what and where do I make a change?
- I only remember seeing that option during setup.

Tests:
1) Manager will not start or stop client.
2) I can start client and Manager will see it.

The 5.x.x client now requires a password for access to remote computers on your network.

I can run boinc.exe and then manager, and manage it fine.
What used to happen is:
When I started the manager, boinc.exe would start too.

Now, I have a dos window that I have to minimize to the taskbar.
It's like manager doesn't know about boinc.exe by default anymore.

Uninstall BOINC, reboot, then re-install. Provided you don't touch the contents of the BOINC folder you can resume any work where you left off.

fyi:
I uninstalled and reinstalled with middle option, share...
- did not work.

I uninstalled, rebooted, and reinstalled with top option, one user...
- then it worked.
