What does this mean?

it means that the client scheduler believes that it has too much work on-hand. So, it is not going to download any NEW work until it has completed a sufficient amount of old work.

The next line is saying that the client is ignoring your resource requests on a temporary basis. It is going to work on the WU that has the closest deadline first so it will not be late (or at least make an attempt at it being on-time)
