I am currently unable to upload work and receive the message "Requesting 0 seconds of work " when I hit the 'Send & Receive' bottom
Is it currently no work or is it something wrong whit my BOINC installation?

Do you participate in other projects? (Einstein@Home or Seti@Home or another one)

Yes. Seti & Einstein works just fine.

The 'Requesting 0 seconds of work' comes from the long term debt that does not allow for the moment to download new WU's.

Give it a time and things will sort out automatically.

able to download work. Does BOINC set the priority on which project
to run in the first place and what is that priority based on?

on each boinc projects homepage you have "your account", you can give the resource share you want that project to have there.
the newer clients introduced LTD (longtermdept), which basicly counts the time you have crunched for the project and the time you did not. if a project is out of work, LTD becomes positive and boinc tries to catch up the gap later (in the catch up time it does not request work from other projects)
