They take a beam going through a crystal, the crystal usually stops the beam. When a second beam is sent through the crystal from the side, the crystal passes light throug it slowly. If they turn off the second beam while the pulse is travelling through the crystal, the light pulse is 'stored' in the crystal, and they can get the pulse back out by turning on the second beam.
