an excerpt...

"My device can operate even in space," said Mr. Strushchenko. He claims the military can put it to good use too. From his point of view, several motors run by magnets measuring 3m-4m in diameter will enable a submarine to operate for several decades without using any fuel.

and then...

You can start up the motor by turning the its handle. The motor will then produce the amount of energy that is a hundred times greater than that used for turning the handle. The two magnets do the trick. They are arranged in parallel. There are two blades overlapping the gap between the magnets once you turn the handle. The larger the magnet, the faster flywheel goes producing energy. It can produce a four-time greater amount of energy if the distance between is reduced by two times. The inventor says the handle and the flywheel can be linked together. Then you do not have to turn the handle. The motor will be running by itself.

We had a fella here in Mississippi, USA, back in the mid 1980's who was working on the same principle/concept. He supposedly had achieved some minor successes, but nothing was 'documented' in the mainstream media. Don't know whatever happened to him since then ...

If someone really manages it to build such a perpetual motion engine, he must be very afraid of his life, I think.
There is so much money involved that one could save for fuel once such an engine is running, so I'm sure the major oil companies would do their best to prevent such an invention from being publicy accepted, even if it means to kill him.
Also, it's no wonder to me that the state is not interested in it, since they also earn a lot of bucks by the taxes from the oil companies.

So, common sense and what we got to know in school tells us that such an device is impossible to build, because it voids physical priciples, right?
But what, if some of these priciples are erroneous? All physical laws ground on hypothesis and are only "proven" by trying to re-calculate their values and properties by using the laws that have been there before.
There are a lot of antitheses in our physics already, just think about the definition of what light is. For some calculation, it needs to be a wave, for others it needs to be a stream of weight-less particles.

cheers,

It isn't perpetual motion, it uses the energy from magnets to turn. This idea is rather old actually......

Always makes me laugh when people forget that magnets 'contain' energy and they are not infact magical stones.

There is one major issue - friction. As long as friction exists, there will always be a loss of energy. Why does an airplane need to keep its engines running while in flight? To overcome the drag created by the friction between the skin and the air.

Unless he has this machine running in a complete vacuum and somehow suspended in the air with no bearings at any point in his system (thus eliminating all friction), he cannot possibly have achieved perpetual motion, as it is immpossible to get more energy output from a system than that which was put in.
