oooh i think i fixed it! Is it true that the resource share rule only applies for downloading tasks, and not the order in which the manager runs them? So, when there was a lot of tasks already downloaded, it will process those before it uses the rule? I aborted all qued tasks, and it looks like it only downloaded LHC tasks.

Yes indeed. Resource share applies for downloading tasks only. Once you have tasks downloaded, other factors determine which project will run at any given moment. Boinc doesn't necessarily run the oldest tasks you have downloaded - it tries to ensure that all work meets the deadlines.
