However in System Information I see "virtualization based security" is "running". I wonder if that means Hyper-V is not completely disabled?

It's odd that it's showing "CPU does not have hardware virtualization support". I checked in Intel webpage that my i7-7700K has support for VT-X. I checked in BIOS and it's also enabled. I tried LeoMoon CPU-V from Yeti's checklist and indeed it shows me VT-X is not enabled. I am very confused on why. I checked from windows feature list that Hyper-V is not enabled. I also tried disabling WSL and now I am able to receive ATLAS tasks, but they all get computer error within about 10 seconds from starting. BOINC logs show "Vbox app stderr indicates CPU VM extensions disabled". I am very confused why it's not working.

From website server status, it looks like there are thousands of tasks ready to be sent, but every time I hit update in BOINC, I don't receive any. I found some beautiful pictures on google labled graphics of LHC@Home and I really want to see this for my computation, too. I wonder how to get this work. Thanks!
